Is microneedling safe ?

Been hearing Bd stuff about microneedling like it kill collagen and make your skin saggy . I did microneedling /vitamin C once and after 10 days I got big puffiness under my right eye . The puffiness lasted for few day , my question is am going to be in Risk to have that puffiness back under my eyes ? And what is he reaon I had that ?
