Why do surgeons opt for smaller implants on smaller women?

Hi folks, I'm Lieke, 33 years old, from the Netherlands but living in France. I am not very tall, a small person, only 154cm tall (about 5ft). I am planning to have my breasts enlarged for the second time in the near future and have consulted 7 surgeons so I know exactly what I want. I would like between 550cc and 600cc HP or UHP. As I had almost no natural breasts, it's not too extreme and doesn't interfere with my everyday life. It suits me.

My only problem is that most surgeons say I'm too small for it. What? I have a relatively broad upper body. Why am I too small for such implants? I have heard more often that small women get smaller implants, even if they are not very narrow.

Has anyone had similar experiences or are there reasons why small women should not get implants in this range?
