Did my doctor undertreat my tattoo?

Hi everyone.  So I just had my first laser tattoo removal on my forearm yesterday using the Revlite which I had been researching about prior to going to the medspa that treated me.  I have watched a lot of YouTube videos on tattoo removals using the revlite and all showed a frosting on the tattoo as the laser hits the tattoo.  There was even this video where the doctor cranked up the fluence of the laser because she wasn't satisfied with the frosting or the immediate lightening of the tattoo once the laser hits the image.  Well yesterday, I didn't see any frosting on my tattoo at all while the doctor was doing the procedure although it lightened a bit.  I felt like her settings were too low because I even hardly felt any pain (the numbing cream was on me for 2 hours though).  Now instead of feeling confident about the success of the first treatment, I feel cheated on and having my doubts on whether the doctor really knows this machine.  I paid a lot of money just for that one treatment and I'm having second thoughts on going back because if the doctor continues to undertreat my tattoo then the longer it'll take and more money will be shelled out.  I asked her about the settings and she told me that tattoos like mine that have never been lasered before start off at a low setting  but really that low? To thenpoint that no frosting even occurs? I know I'm no expert and all my research has probably muddled my reasoning but can anyone shed light on this?  Her setting was 5hz, 2mm spot. My tattoo is mostly black with flecks of blue.  Right now I don't feel any pain on my forearm just feels like an itchy sunburn.
