Can my shifted midline be corrected?

After a year and a half, the orthodontist hasn't been able to correct my midline. It is off by 1.5mm. He says that he never said he would be able to do so despite that I specifically asked for it, and that this problem shouldn't bother me because the teeth are straight. I don't have any missing teeth. Now the doctor suggests that I should go to another orthodontist. I don't know what to do since I already have paid in full for the treatment. I noticed that my teeth are now tilted out.
