Considering Labiaplasty and need your opinions

Hello everyone. I am female 28 yo (not any pregnancies yet) and I am seriously considering for years to get a labiaplasty for the labia minora. This year I decided to do it as I don't want to deal with this discomfort anymore. 

They are ''hanging'' a little bit and the right one is longer than the left. They have always been irritating for me and making me a bit of self conscious. Also, they tend to make sex more difficult, if they stretch accidentally then I feel discomfort. 

I have two questions for the wonderful community in here , first of all should I prefer my OB-GYN or a plastic surgeon? My OB-GYN said I can be a candidate for this procedure and he has performed many labiaplasties. However, as I am reading in forums most of the women get it done with plastic surgeons. (I don't mind about the cost as long as I am happy with the result, I am located in Greece and this procedure is not covered anyways) 

So, my second question is regarding anesthesia, what do you guys reccomend? I want to avoid a general anesthesia. I see that many doctors propose a topical anesthetic or an IV sedation? 

I feel a little bit terrified to do it with topical anesthetic, as the area is really sensitive? What If I feel pain?
