Question about medical tattooing/cold sore scar camouflage

I've had some cold sore scars on my upper lip along my vermillion border (both sides) that I got from not letting the scabs heal completely. They've mostly turned white from loss of pigment. I've struggled a lot with having the scars, and I'm currently looking into getting male lip blushing but I'm curious as to what the best approach would be. Is it recommended that there be 1 thin, even layer of pigment be applied to the entire lip, or instead would it be more advantageous to target the lighter spots by applying multiple layers of pigment in them and then blending them in with one layer across the entire lip? I want to be very conservative with the approach as I want to camouflage them and make it look natural (I do not want it to look like lipstick). Any feedback is appreciated!
